GLOBAL FUND GRANT IMPLEMENTATION

The TSF Southern Africa has a programme of support targeted at recipients of Global Fund Grants for AIDS, TB and Malaria. This programme is intended to support them to implement grants with maximum possible effectiveness.

There are two components of the programme:

  • provision of consultants for short term technical support to global fund grant implementing partners, including National Aids Authorities, Country Co-ordinating Mechanisms, Principal Recipients, Sub-recipients and Sub-sub-recipients
  • capacity development for both country partners and consultants

Quality assured short term technical support will be available to cover work in the following areas:

  • Civil Society needs assessment, mobilisation and engagement
  • Monitoring, Evaluation and Reporting
  • Organizational Development (including governance/leadership, CCM support)
  • Procurement and Supply Management
  • Programme and Financial Management of Grants

Support will be for short term assignments (usually between 1 to 40 days). A series of short term assignments may be considered where this is likely to yield best results, but support will not cover long term placements or staffing. The support from this particular source will not cover proposal development for GF grants.

The capacity development component will entail working with country partners to strengthen capacities in areas where they have identified a need for support.  One target group for capacity development activities is country partner staff. However, the programme will also target consultants, to upgrade the GF specific skills of consultants so that they become part of a larger pool of effective resources available to country partners.
