ORIENTATION AND TECHNICAL
ASSISTANCE MANAGEMENT WORKSHOPS

The capacity development programme
of the TSF Southern Africa aims to enhance the capacity of both managers
and consultants working on short-term assignments to improve the outcomes
in the scale-up of HIV and AIDS programmes in Southern Africa. The programme
is initiated in-country through a TSF Southern Africa Orientation and
Technical Assistance Management Workshop.
The first workshop for country partners, clients and the managers of technical assistance in HIV and AIDS programmes was held in Swaziland on the 14th November 2006, hosted by the TSF Southern Africa in association with the National Emergency Response Council on HIV and AIDS (NERCHA) and the Swaziland UNAIDS Country Coordinator (UCC). There were 26 participants from a wide range of organisations including representatives from civil society, donor groups, government departments, business organisations, and traditional healers. An issue raised by participants was the problems experienced by clients when there is a “cocktail of consultants” to manage, each with a different technical perspective, background and role. Participants welcomed the presentation of the TSF Southern Africa 4-step guide to managing technical assistance, providing participants with a resource to support the management of short-term assignments. The booklet “A Guide to Short-Term Technical Assistance Management for HIV And AIDS Programmes Written For Project Managers and Organisations Using the Services of Consultants” is now in production. This includes several checklists to assist with important elements of the assignment management process including how to write effective TOR. The workshop introduced country partners, clients and potential clients of the TSF Southern Africa to the Technical Assistance Management Capacity Development Programme. This offers direct support to organisations that contribute to HIV and AIDS programme scale-up. Successful applicants will be supported through pre-scoping missions assist in preparing TOR, the development of a “technical assistance plan” and training opportunities for individuals directly involved in the management of short-term assignments in areas such as writing TOR and performance management. The TSF Southern Africa has introduced the TA management Capacity Development Programme in selected countries since 2007. Workshops can be scheduled for countries on request, subject to funding availability.
